Anri's gone cowboy (or cowgirl) on the situation! Unfortunately, as things get better I continue to feel that things are getting worse. All it takes is one appearance from Izaya to confirm that.

The problem remains the same. It doesn't really matter what the leaders or their groups do, as long as there's a lack of communication it's all a failure. I think Mikado has figured that out for himself. The good thing for him is, that the Dollars at their core are the people who do what's right.
